The Minister of Local Government and Rural Development, Hon Hajia Alima Mahama said government is poised in rolling up its social economy driven flagship initiatives to create job opportunities for the Ghanaian people.
She said, the Government led by H.E. Nana Addo Dankwa Akufo-Addo, has the objective to create jobs, boost agricultural production and industrial growth, increase household incomes on a sustainable basis and accelerate social and economic transformation of the country has initiated several interventions. One of such interventions is the Planting for Food and Jobs Campaign.
Again, plans are well advanced to roll out the other initiatives such as the One-district-one-factory, One Village One Dam and many other initiatives planned to be pursued by the Government to improve the development of the Local Economy.
According to the Hon Hajia Alima Mahama, the Minister of Local Government and Rural Development all these development interventions eventually find expression at the District level where real implementation occurs.
Hon Alima emphasized that, there is the need to have a district structure well equipped with requisite personnel and resources to coordinate these initiatives and promote investments in the district.
The Local Government and Rural Development Minister who was speaking at the Regional Sensitization of the establishment of the District Center for Agriculture, Commerce and Technology (DCACT) said, the programme is to argument the planting for food and jobs programme and the one district – one factory programmes, a flagship local and social driven economy by the NPP Nana Addo led government.
She said, the Ministry in collaboration with other Ministries and agencies including the Trade and Industry Ministry, the Ministry of Food and Agriculture and the Ministry of Environment, Science, Technology and Innovation intends to set up the District Centre of Agriculture, Commerce and Technology (DCACT) to spearhead the Government’s Technological, Entrepreneurial, Commercial and Agribusiness initiatives through the Metropolitan, Municipal and District Assemblies (MMDAs).
“The DCACT will be central structure at the MMDAs and will work closely with the existing NBSSI, Business Advisory Centers (BACs) and other decentralized department at the district level to promote Agriculture investment and related business”. She stressed
Hajia Alima emphasized that, the DCACT will promote the Agribusiness potentials of the District playing an important role in directing the private sector into the One-District-One-Factory agenda with a data base of Farmers, Agribusiness information, promoting and sustain the Planting for Food, jobs and investments.
The establishment of the DCACT, the Minister indicated comes at the time the MLGRD together with MoFA are also designing a programme on Tree Crop Development to feed existing industry and industries to be set up under the One District One Factory initiative. “This is to take effect from the last quarter of 2017”. Hon Hajai Alima said, a committee will be established to oversee the Design of the DCACT and the Tree Crop Programme, adding that, the objective of the Technical Committee is to oversee the design and launch of the DCACT and the District Support Programme for Tree Crops.
The Local government Minister urged the various Assemblies to attach the needed importance and diligence in establishing the DCACT by end of September 2017. “MMDAs will be assessed on their determination and commitment on the establishment of the DCACT”. She noted
“As you are aware, with support from Canada, all the Regional and District Department of agriculture are being supported with the needed logistics under the Modernizing Agriculture in Ghana (MAG) to support governments efforts of Modernizing Agriculture, ensure food security, provide sustainable jobs through research and extension services. I urge all of you to ensure that these resources are used to improve agriculture”.
The programme brother together MMDCEs, Coordinating Directors, and District Agric Directors in the Northern Region to schooled them about the establishment of the District Center for Agriculture, Commerce sand Technology.
The Minister of State in charge of Agriculture Hon Nurah Gyeile said, H.E the President Akufo-Addo has a vision to develop every facet of the Ghanaian economy along the decentralized system, saying that, the establishment of the DCACT is an augmentation of the various initiatives in the Agriculture sector.
He said, under the concert, MMDAs would be required to come out with an agriculture project initiative taking in to consideration one or two of the identified cash crops in the manifesto with a Budget that would support Ten Thousand (10,000) to Twenty Thousand (20, 000) farmers to cultivate an average of a 10 acres of the crops withy the next four years.
They would be required to establish seed banks in the electoral areas that would raise improved and high yielding varieties of the seedling as approved for the District to be allocated to the farmers.
Hon Nurah said, MMDAs would be required to recruit between One hundred (100) to Two hundred (200) youth in each district who be trained to support the farmers to plant the seedling.
It is also envisage that about five million farmers in the country would be supported, registered and a biometric data base of all the farmers and the plantation would be established.
The project seeks to position Ghana as a leading producer of Cocoa, Cashew in the world in the next 4-10 years.
The Northern Regional Minister Hon Salifu Saeed urged the MMDAs to fast track their inputs for a timely establishment of the DCACT programme.
He said, farmers in the region are already excited with planting food and jobs initiative and therefore called for more collaborated efforts to ensure that the programme succeed.
